Formula;

phase A
7% glycerin
63.5% distilled water
phase B
4% BTMS 50
2% bisabolol
2% dimethicone
phase C
4% distilled water
2% dl panthenol
0.5% liquid germall plus
Directions;
combine ingredients in phase A and phase B in two separate beakers.
cover with foil and place in a water bath. heat to 158f/70c and hold for 20 minutes
pour phase A into phase B and mix with an immersion blender to create the emulsion
let cool to 100f/50c and mix periodically as it cools
while the emulsion cools mix together all ingredients in phase C until the dl panthenol dissolves.
once the emulsions cools to 100f/50c pour in phase C and mix until combine
check and balance ph and pour into bottle before its completely cooled. It's easier to pour before the lotion thickens.

Benefits/Purpose of each ingredient
glycerin - humectant that hydrates the skin
ceramide complex - restores the protective barrier function of the skin and offers enhanced delivery and exchange of skin lipids. Ceramide Complex is especially suitable for dry skin, aging skin and sensitive skin.
BTMS 50 - oil and water don't mix, so this is used to blend together the water and oil to create an emulsion. It also helps thicken and create that cream lotion texture. It is a cationic surfactant that is wonderful for hair conditioners, but also makes an amazing emulsifier for lotions. It softens, conditions and moisturizes the skin
cetyl alcohol - emollient, thickener and emulsion stabilizer. Is known as a co emulsifier, but does not emulsify oil and water on it's own it only helps stabilize emulsions.
caprylic capric triglyceride - is an emollient ester and similar to plant oils since it has an oily texture, but is much more light weight and far less greasy. It has a dry, silky oil, feel that is almost powdery because it is still present on the skin but not greasy.
dimethicone - a silicone oil with a very low viscosity. It offers water resistance in skin cream formulations, it adds slip and glide to products, reduces tackiness, and adds conditioning properties.
dl panthenol - aka vitamin B5 provides excellent humectant benefits for restoring and maintaining natural skin moisture.
liquid germall plus - preservative
Substitutions;
substituting ingredients will change the final feel, viscosity, and overall effect of final product. percentages and formulating procedure may need to change with substitutions.
ceramide complex - no sub
glycerin - propanedial, propylene glycol or other humectant
BTMS 50 - emulsifying wax NF, Ritamulse SCG/Ecomulse, Olivem 1000, montanov 68 MB, any waxy emulsifier
cetyl alcohol - cetearyl alcohol
bisabolol - no sub. You could add some chamomile extract to the cool down phase since it is also soothing.
caprylic capric triglyceride - any plant oil of choice or emollient ester.
dimethicone - cyclomethicone or any other silicone or silicone like ester such as natrasil or luxglideN350
dl panthenol - no sub, but you can leave out
liquid germall plus - any other water soluble preservative like optiphen plus or euxyl PE 9010
